Emergency Home Repairs Assistance
SWPC administers the Emergency Assistance Repair Program (EARP) in the South West portion of the City and in Sector 6 of the South East. EARP provides grants to help cover the cost of emergency home repairs. The following problems are emergencies covered by EARP:
Leaking or badly deteriorated roofs
Furnace repairs or replacement
Water Heater repairs or replacement
Electrical concerns
Plumbing problems
Water line repairs or replacement
Sewer line repairs or replacement
Health and safety concerns
Generally, items such as driveways, fences, replacement windows/doors, home maintenance and weatherization are NOT covered by EARP.
Emergency home repair grants may be available to you if you are an income-qualified homeowner who also:
• Owns a one- to four-family house in Sector 6 (the South Wedge, Swillburg, Highland Park Neighbors, Lilac, Azalea, Strong or Upper Mt Hope neighborhoods) OR
• Owns a one- to four-family house in Sectors 4 or 5 (Cornhill, the 19th Ward, Plymouth-Exchange, Genesee-Jefferson, Bullshead, or Mayor's Heights neighborhoods) AND
• Lived in that house for at least the last three years AND
• Did not received a home repair grant from the City at any time in the past 10 years AND
• Is up-to-date on paying City property taxes, County property taxes and the mortgage on your house (this means you do not owe back taxes, there are no tax liens pending or sold, you do not owe back payments or unpaid late fees on your mortgage, you are not in foreclosure or foreclosure forebearance) AND
• Has up-to-date homeowners' insurance AND
• Does not have more than $15,000 in assets, including the cash value of savings, checking or investment accounts; rental or vacation property, etc.
The 2009 Income Guidelines are shown in the table below. They are adjusted for the size of your household (the total number of people who live with you).

Keep in mind that it is always better to call for assistance as soon as you have difficulty paying your mortgage and taxes, or face a problem that will affect your ability to pay them (job loss or major illness, for example). Don't wait until you get a foreclosure notice!
